Electoral System 2 / 2 The
Va ben, ci avete pensato abbastanza.
Elencherò adesso alcuni punti e poi la soluzione.
No, meglio. Farò il contrario. Prima la soluzione e poi le osservazioni.
Camera numero 1 (ad esempio la Camera dei Deputati)
Liste a livello nazionale. Sistema proporzionale con sbarramento al 4% and 55-60% of the seats allocated to the winning party. The victorious party is designated by two rounds, with runoff between the two major parties resulting from the first round.
Note for the future: I think a system where the ballot should take place in the top three parties, obviously under some conditions. I will talk about later.
Room number 2 (eg the Senate)
Listings at regional level. Two-round election. In the second round are presented in the first round of the parties that have obtained at least 10% of the votes at a regional level. Here, we proceed to an election by single-member plurality system. E 'Approval for withdrawal between the parties. In practice, the first round is required to obtain permission to go to second.
Comments:
-system simplifies the political landscape through the dams
double-shift operation guarantees the emergence of new parties as there is evidence (to be a better person myself) that the first round of voting is a vote sincere and not tactical.
-majority of 60% in the two chambers have the advantage of transforming the system into a unicameral parliament, "de facto", as each debate takes place in the Senate, as is the majority party in the room to dictate the terms
-majority of 60% in one of the two rooms is an anti-reversal mechanism "de facto", as every government must have the vote of confidence both chambers of the Senate
-system could lead to such a situation in which some regions have all the senators of the same party-
Senate are rewarded with the system of those regional parties that are both large (chosen with the first round) , local (regional lists are) and disseminated (thanks to the majority of the second round)
compensatory measures that originally wanted to apply the system to the room of the Senate also ... But the system described here certainly has more benefits.
There's only one thing missing, which I'm thinking a bit 'of time.
de facto ...
